It s AURIGA.

This fast-paced game simulates the famous chariot races of antiquity. You won’t be moving around a hexagonal or square grid. Instead, you’ll use movement templates, just like in URMS, but adapted for chariot racing.

In other words, you’ll truly be driving a chariot in the Circus Maximus…!
